Apologists are calling this- and its variants- a "gaffe" or a "joke" but if you're in the Duke's exposed position you don't make tasteless remarks just to wind people up. He was a serious man with serious opinions- and this particular one- that there are too many people in the world and we need to cull billions of them- appears to be widely shared among the global elite.
